agreements on cooperation in preventing and managing emergencies with Russian
regions. For instance, Vitebsk rescue workers conduct joint rescue and
fire-fighting competitions with their Smolensk colleagues. The partnership was
also established with colleagues from Kaluga Oblast and Bryansk Oblast of
